This year the 2005 annual conference improving life in local communities is looking specifically at three key strands:
- living communities
- supporting communities and
- safer communities

This is the political challenge. No government can legislate for active citizens, stronger communities or revitalised local democracy. These are ambitions that can only be achieved by local action, area by area. With councils at the driving force.
